A police officer is to be charged over an alleged assault on a black teenager while he was in custody, the Crown Prosecution Service (CPS) said today.

An original investigation into the incident, which happened soon after the London riots in August last year, decided there was insufficient evidence to charge Police Constable Joseph Harrington but a review was then undertaken.

Alison Saunders, chief Crown prosecutor for CPS London, said: ‘That review is now complete and I have decided that there is sufficient evidence for a realistic prospect of conviction to charge Pc Harrington with assault occasioning actual bodily harm contrary to section 47 of the Offences Against the Person Act 1861.’

Ms Saunders added: ‘It is clear that the allegation of using excessive force on a handcuffed 15-year-old in custody is a serious matter.

‘Accordingly I have advised the IPCC to summons Pc Harrington.’

All parties have been informed and proceedings are now active.

She said the incident had been investigated by the Independent Police Complaints Commission (IPCC) with CPS involvement but in February it was decided there was no realistic prospect of conviction in the matter.

However a review was ordered last month.

Ms Saunders added: ‘I hope the seriousness with which the CPS has taken this matter gives the public confidence that we are an organisation which will review our decisions, openly accept when we’ve got them wrong and then take the correct course of action.’

One of the favourites to win The Voice has become the victim of racist internet trolls.

The BBC called in police to investigate after Ruth Brown, 20, received a deluge of vile remarks on Twitter targeting her skin colour, appearance and weight.

The singer said she sobbed when she read the comments. Some users even made derogatory remarks about her father, Lloyd, who died of stomach cancer days before she auditioned for the show.

But after the BBC reported the comments to the Metropolitan Police, Miss Brown decided to fight back.

She has now spoken out about the growing problem of online bullying and racism. ‘Not only have I endured jibes of a racist nature but sick comments about my weight,’ she said in an interview yesterday.

 ‘Things have been said about my dad, too. At first, I was upset and cried my heart out. But I want to speak out because I hope it will encourage other people to fight back against bullies.’

She also defiantly reposted some of the hateful remarks on her own account to bring attention to the trolls, but the BBC has since asked her to take them down. They have been recorded as evidence.

Some are from serial trolls, who seem to enjoy targeting horrific comments at those in the public eye.

One Twitter user, called Jay Smith, wrote: ‘u ugly ******g black …..b****,’ while another, Rizwan Ali, posted: ‘u are a fat ugly ******. Your dad must think what monster did I give birth to haha.’

Other trolls joined in, branding her ‘fat’ and ‘ugly’. But scores of other social networking users offered the singer their support and condemned the abuse.

Writing on her Twitter account, Miss Brown said: ‘I am not gonna lie those comments did hurt but I’m getting my dream and have amazing support thank you all.’

The BBC has also provided the aspiring star with a counsellor. Miss Brown, whose voice has been compared to Aretha Franklin’s, is mentored by Sir Tom Jones.

She added: ‘I do think it is wrong that people can bully others while hiding behind their computer screens.

‘I am glad the police are involved but for other people who perhaps do not have such strong support networks, the effects will be much more severe and traumatic.’

Internet trolls believe that by hiding behind anonymity they can write whatever they want.

But their internet service providers can easily access their details, which can then be passed on to police as part of a criminal investigation.

Miss Brown is one of the favourites to win the competition. On last weekend’s show she sailed through to the next round with her powerful rendition of Oleta Adams’s Get Here (If You Can).

Her case comes only two months after a student was jailed for posting offensive comments on Twitter about the collapse of Bolton Wanderers footballer Fabrice Muamba in the middle of a match.

Liam Stacey was arrested after other Twitter users – including the former England striker Stan Collymore – reported his tweets to police.

The 21-year-old pleaded guilty to the Racially Aggravated s4A of the Public Order Act 1986 and was sentenced to 56 days in prison.

He posted his comments shortly after Muamba suffered a cardiac arrest during his team’s FA Cup quarter-final tie against Tottenham Hotspur.

Stacey later said he had been drunk and bitterly regretted his actions.

And police in North Wales made a number of arrests last month after Twitter users identified and insulted a teenager who was raped by Sheffield United and Wales football player Ched Evans.

safe areas known as “inclusivity zones” established in town centres, bars, restaurants for non-white England football fans visiting Ukraine

Uefa are so concerned that non-white fans could face racial abuse or violence at this summer’s European Championships that it is backing plans to create safe areas for them. Fears are increasing that non-white England fans visiting Ukraine in particular might be targeted by racist groups given the strong links between football supporters there and far-right political parties.

Football Against Racism in Europe (Fare), which is funded by European football‘s governing body, is creating dozens of safe areas known as “inclusivity zones” in town centres, bars, restaurants and outside football grounds across Ukraine. A smaller number will also be set up in Poland.

The zones will be marked with posters stating they are safe places for all races where all “differences will be welcome” and racist and homophobic abuse or behaviour will not be tolerated. Giant screens will be erected for non-white fans and other minority groups to watch games in a safe environment.

Local fans in the zones will be encouraged to be hospitable to non-white fans and to protect them if they face any racial abuse.

The zones will be monitored by Fare officials, who will liaise with police. Fare is also launching a range of other activities during the tournament under the title “Respect Diversity, Football Unites”.

A 24-hour hotline will be run by Fare officials offering non-white fans the latest information on any racist incidents during the tournament and which locations and bars to avoid in Poland and Ukraine.

Piara Powar, the executive director of Fare, said: “We want to create a safe and secure environment for all fans regardless of their race. There are some serious issues around racism and football in countries like Ukraine and this tournament is an excellent chance to address them.

“It may seem a bit extreme to some having to set up inclusivity zones but we don’t want non-white fans being put off from travelling to the European Championship.”

An increasing number of non-white fans are following England at major tournaments and many are expected to travel to Ukraine. England play three matches there, against France and Ukraine in Donetsk and Sweden in Kiev.

Almost every club in the Ukrainian Premier League has organised right-wing fans groups with links to right-wing or neo-Nazi political parties. Banners with racist or neo-Nazi slogans are common at matches along with racist abuse of black players. Two years ago 1,000 fans marched through Kiev before a friendly against Chile demanding foreign players be expelled from all Ukrainian clubs.

Theo van Seggelen, general secretary of Fifpro, the European footballer’s body, said that players could face unprecedented levels of racial abuse during the tournament and that fans could be targeted by right-wing hooligans particularly in Ukraine. “Ukraine will be very difficult for fans,” he said. “I think this tournament will not be remembered for the atmosphere. Ukraine is not ideal for this kind of event.”

Racist attacks in Ukraine have declined after a peak of 184 recorded in 2007 and 2008 when 12 racist murders took place. The government has introduced tougher anti-racism legislation and diversity classes in schools but the Council of Europe’s Commission against Racism and Intolerance said the situation in Ukraine had improved but there were still significant “causes for concern”.

Foreign Office advice for visitors to Ukraine warns that “those of Asian or Afro-Caribbean descent and individuals from religious minorities should take extra care”.
