An alleged white supremacist from Virginia was arrested Wednesday after he  purportedly obtained a fully automatic AK-47 and expressed support for violence  toward political figures including President Barack Obama and Attorney General  Eric Holder.

The Justice Department said Douglas Howard Story, 48, was charged with making  a firearm in violation of the National Firearms Act, which carries a penalty of  up to 10 years in prison.

A source alerted authorities after Story, of Manassas, Va., posted  information on a website indicating he was preparing to buy an AK-47 and have it  modified to become fully automatic, a Justice Department statement said. He  allegedly said he was planning to ambush and murder any law enforcement officer  who stopped him on the street if martial law was enacted in the US.

Story also made statements on various white supremacy internet forums under  the name “Confederate Brother.” He allegedly ranted about his hatred of  minorities and expressed a desire for Obama and Holder to be removed from office  “with a 30.06,” likely referring to a rifle round.

According to court records, Story provided a semi-automatic AK-47 and $120 to  undercover law enforcement with the intent of having the weapon modified to  become fully automatic, the Justice Department said. He was arrested Wednesday  afternoon by members of FBI Washington Field Office’s Joint Terrorism Task Force  after allegedly receiving the modified weapon from an undercover agent.

A review of thousands of juvenile cases in Tennessee‘s Shelby County Juvenile Court led the U.S. Department of Justice to conclude that African-American children are treated unfairly compared to white children.

Black youths arrested in Memphis, Tennessee, were much more likely than white juveniles to be jailed and tried as adults, discriminatory practices that also affect Hispanic youths in other cities, the Justice Department said on Thursday.

A review of 66,000 juvenile court cases in Memphis, where numerous abuses drew Justice Department investigators in 2009, revealed “serious and systemic failures” in the way youthful offenders were treated, Assistant U.S. Attorney General Thomas Perez of the Justice Department’s Civil Rights Division said.

“We found African-American children treated differently and more harshly,” Perez said, summarizing the findings of the department’s report in a conference call with reporters.

Black juveniles who were arrested in Memphis and surrounding Shelby County were twice as likely as whites to be detained in jail and twice as likely to be recommended for transfer to adult court, where a conviction generally brings harsher punishment, Perez said.

Juveniles prosecuted as adults are more prone to commit new crimes after release, he said.

In addition to racial and ethnic discrimination, the report said it found other problems in the Memphis and Shelby County juvenile justice system.

The Justice Department said it uncovered failures to protect juvenile suspects from self-incrimination, a pattern of youths arrested without a warrant not getting timely hearings, inadequate protections for detained juveniles who were in danger of harming themselves, and a tendency for jailers to overuse physical restraints on juveniles.

The problems experienced by juveniles in Memphis and Shelby County – which has a population of 928,000, more than half of them black – were singled out by the Justice Department but the area is not alone, Perez said.

Similar problems have arisen in the juvenile justice systems of other cities, especially those with large Hispanic populations, he said.

“The challenges confronting the system in Memphis exist in many communities across America,” Perez said.

Perez was encouraged that the local judiciary in Memphis had already begun enacting reforms there. No federal sanctions had been put in place, but he said there still could be steps taken.

Shelby County Juvenile Court Judge Curtis Person, who is heading up the reforms in Memphis, said in a statement in response to the report: “I deplore and will not tolerate discrimination of any kind at the Juvenile Court, whether it is based on race, gender, religion, age or any other factor.”

Perez said he was “optimistic we can indeed transform Memphis into a model for the nation … Our goal is not to fix blame but fix the problem.”

“Time is of the essence,” he said. “We can’t afford to squander any moments here. Liberty is at stake.”

UC San Diego agrees to overhaul handling of racial harassment complaints

The federal government has reached a settlement with the University of California, San Diego following an investigation of complaints of racial harassment against black students that included the display of nooses and a Klux Klan-style hood on campus, and an off-campus party that invited guests to dress as stereotypes of African Americans, the Department of Justice announced Friday.

UCSD worked with the Justice Department and the Department of Education to address these incidents and overhaul its program to prevent and address future racial hostility on campus, it said in a release.
 
As part of the overhaul, the university agreed to establish an office to receive, investigate and resolve complaints of racial harassment and provide mandatory training for staff and students on the school’s anti-discrimination policies, according to the release.
 
“We salute UCSD for taking these steps and we hope the entire school community learns from this experience and works together to overcome ignorance and intolerance,” said Russlynn Ali, assistant secretary for the Education Department’s civil rights office. “America is a country that has always celebrated its diversity. Nowhere is that more important than in our classrooms and schools – at every level – from the earliest grades to our colleges and universities.”

Titles IV and VI of the Civil Rights Act of 1964 each prohibit harassment based on race.

The investigation began after the incidents came to light in 2010.
